When the document numbers its requirements — L.4.2.a, C.5.1.2, Q7 — those numbers ARE the row IDs, because your team and the evaluators both navigate by them. Only unnumbered requirements get assigned logical IDs, and they’re marked so you can tell.
Every row quotes the requirement verbatim from the customer document. Compound sentences — “design, deliver, and maintain” — become one row per obligation, numbered off the parent, so nothing hides inside an “and.”
